Royal Bay Villas

Forty-six buildings, ninety-two units, one question: what did Hurricane Ian do — and what was already there from Irma?

The Problem

A 1976 villa community took Hurricane Ian’s wind field for twelve continuous hours — but the carrier’s side pointed to pre-existing conditions from Hurricane Irma. Causation had to be separated building by building, not argued in general.

What TCE Did

  • Documented all 46 buildings individually — exterior and interior — across three field campaigns
  • Ran dual wind analyses (70 and 100 mph) and reconstructed permit history back to 1994
  • Analyzed the prior Irma-era engineering record and isolated pre-existing deficiencies to specific mansard runs — rebutting the systemic pre-damage defense
